UN Security Council Backs Donald Trump's Gaza Initiative

A UN Security Council has approved proposals presented by Donald Trump for establishing a long-term stability in the Gaza Strip, featuring the deployment of an global peacekeeping force and a potential route to a Palestinian statehood.

Broad Support with Notable Abstentions

This measure was adopted by a count of thirteen supporting, with Russia and China choosing not to vote. Washington's diplomat the US ambassador informed the international body that it charted “a new course in the Middle East for both sides and all the inhabitants of the territory alike”.

Compromise Wording on Independence

Incorporation of references to an sovereign Palestinian state was the trade-off the United States offered for endorsement from the Arab states, who are expected to provide peacekeepers for the global force.

“The transitional arrangements that we begin today must be carried out in following global standards and respecting Palestinian rights,” James Kariuki affirmed.

Israeli Resistance Persists

However, on the brink of the resolution approval, leader Benjamin Netanyahu restated his government’s strong objection to the creation of a independent Palestinian entity, raising questions on whether Tel Aviv will allow the execution of the UN-mandated proposals.

Key Provisions of the Proposal

  • Swift elimination of existing limitations on assistance into the territory
  • Establishment of an international stabilisation force
  • Moves towards rebuilding and a eventual “avenue to Palestinian independence and nationhood”

Unclear Language and Requirements

The mention to Palestinian statehood was a balanced insertion to an initial US draft which excluded it. But the phrasing is vague and contingent, promising only that once the PA has reformed itself and the rebuilding of the territory is progressing, “the conditions may eventually be in place for a feasible course to Palestinian independence and sovereignty.”

Worldwide Response

The language was insufficient of the strong guarantee to the creation of a sovereign Palestine next to Israel sought by Arab countries, as well as EU representatives, but in statements to the chamber after the decision, envoys from those countries said they were prepared to accept the settlement in the interests of prolonging the current truce and immediate measures to assist and secure the millions of Palestinians in Gaza.

“Our delegation has ultimately decided to vote in favour of this resolution, a text that we approve its core objective, namely the continuation of the ceasefire and the formation of conditions allowing the Palestinian population to exercise their fundamental rights to sovereignty and sovereignty,” Algeria's representative declared.

Execution Hurdles

The proposal provides comprehensive monitoring control to a “board of peace” led by Donald Trump, but of undefined composition. The group has to update the UN but it is not bound by the desires of the global organization or by the Palestinian Authority.

Additionally, it requires the establishment of a expert Palestinian panel that is expected to manage daily administration of the Gaza Strip and the provision of utilities, but it is quite ambiguous who would take part.

Stabilisation Team Authority

The authority of the global force empowers it to remove and dissolve militant organizations in Gaza, but it is quite ambiguous that would-be troop contributors would agree to attempt to face such organizations. No country has so far pledged to dispatching troops.

Additionally the criteria for changes to the PA, the requirement towards progress on independence, have been vague.

European diplomats said they viewed it as pressing that the names of the expert panel to distribute aid was settled as quickly as possible.
